The Spring Meadows and Stillmeadows Property Rehabilitation Program provides loans to eligible townhouse owners within these two communities. This program provides up to $40,000 for homeowners to renovate their homes in accordance with specific standards established for the program.
Loans are provided to eligible homeowners at a zero percent interest rate with payments deferred for 30 years for homeowners with household incomes at or below 60 percent of the area median income (see Income Limits). For homeowners with a household income between 61 and 80 percent of the area median income, the loan is repayable monthly at zero percent interest, amortized for 50 years, and payable in full in 30 years, or when the property is sold or transferred, whichever comes first (see Income Limits). For households whose income is over 80 percent of the area median income, the loan is repayable monthly at three percent interest, amortized for 50 years, and payable in full in 30 years or when the property is sold or transferred, whichever comes first. Rehabilitation work can include replacing heating and ventilation systems, upgrading electrical and plumbing systems, installing new doors and windows and other improvements required by the program.
Am I eligible for the Spring Meadows and Stillmeadows Property Rehabilitation Program?
To be eligible for this program you must:
- (1) own and occupy a townhouse located in the Spring Meadows or the Stillmeadows community,
- (2) agree to do the exterior improvements to your home as defined by the property standards, and
- (3) have a household income at or below the income limits listed in the chart below.

How do I apply for Spring Meadows and Stillmeadows Property Rehabilitation funds?

If you call during non business hours, please leave a message requesting a pre-application for the Spring Meadows and Stillmeadows Rehabilitation Program and leave your name, phone number and mailing address. Upon receipt of your pre-application, we will send a letter confirming the fact that your pre-application has been received and the name of the Housing Financial Advisor and Construction Specialist assigned to your case. A Housing Financial Advisor will then contact you to schedule a time to meet with you to take a full application and to explain the program to you.

1. Where is the program available?
The program is available to townhouse owners in the Spring Meadows community or the Stillmeadows community as defined by the respective condominium associations.

2. What exterior enhancements are required?
Exterior enhancements include, but are not limited to, landscaping, new front doors and windows, and decorative trim. Your Construction Specialist will review with you the exterior enhancements required on your townhouse.
3. What are the loan terms?
You may be eligible for one of the following three loan types, depending on your household income.
- For households whose income is less than 60 percent of the area median income, adjusted for household size, the loan will be a deferred loan at zero percent interest due and payable in full in 30 years or upon sale or transfer of the property, whichever comes first.
- For households whose income is between 61 and 80 percent of the area median income, adjusted for household size, the loan is payable monthly at zero percent interest, amortized for 50 years and payable in full in 30 years or when the property is sold or transferred, whichever comes first.
- For households whose income is over 80 percent of the area median income, adjusted for household size, the loan is payable monthly at three percent interest, amortized for up to 50 years, and payable in full in 30 years or when the property is sold or transferred, whichever comes first.

4. How long will the entire process take?
Each job is different, depending on the amount of financial information needed, the amount of rehabilitation work to be completed, and the selected contractor's timeframe. We estimate that the entire process could take about 12 months from the initial application.
5. Can I choose my own contractor?
All contracts are between you, the homeowner(s), and the contractor. You may select a "preferred" contractor if you wish; however, the preferred contractor must be approved by ACDS before a construction contract is awarded. If you do not have a preferred contractor, a Construction Specialist will work with you to develop a request for bids and solicit bids from qualified contractors. As a homeowner, you may select any contractor who responds to the bid request and meets our program requirements including our cost reasonableness test. The qualified contractor must be licensed and insured and provide evidence of home improvement experience.
6. What documentation will I need to provide to show I am income eligible?
To document that you are eligible, you will need to provide copies of all sources of income you and your household members receive, including pay stubs, Social Security statements, child support statements, retirement statements, interest statements from bank and investment accounts, and income tax returns.
