- Notice is hereby given that on Wednesday, December 7, 2011 the Baltimore Regional Fair Housing Group will release, for public review and comment, a draft Analysis of Impediments to Fair Housing Choice (AI), which includes a plan of action for addressing those impediments. The AI, which was funded by Baltimore City and Anne Arundel, Baltimore, Harford and Howard Counties, includes a Regional Section, as well as a Local Section for each of the jurisdictions listed above. FY2013 Housing & Community Development Budget Process
Anne Arundel County is beginning its housing and community development budget process for Fiscal Year 2013, which begins on July 1, 2012. A variety of federal funds will be available for eligible housing and community development activities. Arundel Community Development Services, Inc. (ACDS), a nonprofit organization, manages this budget process for Anne Arundel County and encourages broad public participation during the budget process by soliciting comments from residents and service providers on the County's current housing and community development needs, as well as recommendations for activities that address those needs.
Please join us at a public hearing scheduled for Thursday, October 27, 2011, 6:30 p.m. at Arundel Community Development Services, Inc, 2666 Riva Road, Suite 210, Annapolis, MD, 21401. At this hearing, staff will report on the activities and accomplishments achieved during the last fiscal year (Fiscal Year 2011), while service providers and the general public will have an opportunity to give their views on the County's housing and community development needs and voice support for specific housing and community development activities.
If you have a specific activity you would like to recommend, please complete one of the attached Activity Recommendation Forms for Capital Projects or Public Service Activities. The Activity Recommendation Forms are due to ACDS by 12:00 noon, Thursday, December 1, 2011. All programs and activities that receive funding must meet one of the goals and strategies identified in the Anne Arundel County Consolidated Plan: FY 2011 – FY 2015. Activities must also be eligible under federal funding guidelines and will be reviewed and prioritized based on the guiding principals outlined in the Consolidated Plan. If you would like any guidance in completing a form, please contact a member of the ACDS planning staff at (410) 222-7600 and they will be happy to assist you.
A Second Public hearing has been scheduled for Thursday, March 8, 2012 where funding recommendations will be discussed.
Final FY 2012 Action Plan Available Now. This report outlines the County's housing and community development programs and activities for the fiscal year beginning July 1, 2011.

Final Anne Arundel County Consolidated Plan: FY 2011 - FY 2015
Anne Arundel County's Consolidated Plan: FY 2011 – FY 2015 was approved by the County Council on May 17, 2010. The "Con Plan" document will be utilized to direct the investment of federal, State, and local housing and community development funds for the next five years. The Con Plan is the culmination of an almost year long community planning process, which included three major public meetings, focus group and special topic meetings, community association meetings, and a County Council hearing. Citizens, community organizations and service providers were encouraged to provide input on the County's housing and community development needs, and develop goals and strategies for addressing those needs. A 30 day comment period was also provided so that citizens would have an opportunity to make comments on the draft Consolidated Plan.
Following Publication of the five year Con Plan, each year, the County will submit an Annual Action Plan to the US Department of Housing and Urban Development, outlining how federal housing and community development funds, in accordance with the goals and strategies outlined in the Con Plan. Anne Arundel County's FY 2011 Annual Action Plan can be downloaded
here, and includes a description of how funds will be expended for the fiscal year beginning July 1, 2010.
If you would like to view a hard copy of these Plans, both the Consolidated Plan and the Annual Action Plan are available for reading at the 16 County libraries and at the office of ACDS, 2666 Riva Road, Suite 210, Annapolis, MD 21401 during normal business hours.
Access by Persons with Disabilities- Copies of the draft Consolidated Plan and the Annual Action Plan will be made available in a form accessible to persons with disabilities upon request. Information on these programs is advertised through the Radio Reading Service of Baltimore for visually impaired persons. Hearing impaired persons are encouraged to use the Maryland Relay Service 1-800-735-2258 should they wish to call ACDS.
